port deposit marina park

Project Overview

The Town of Port Deposit is committed to upgrading Marina Park for the benefit of residents and visitors. Previously, the two-acre site operated as the Town's wastewater treatment plant and was never upgraded to provide a positive visitor experience.

Today the site is used informally for boat trailer parking, fishing, and sometimes illegal dumping. The seawall is falling into the water, flooding is common, and two of the three boat ramps are closed. Visitors must cross an active rail to access the site. Despite these conditions, residents and visitors value the river views, abundant fish and wildlife, and easy access to the Susquehanna River.

THE VISION FOR MARINA PARK

The Town of Port Deposit has created a vision for the future Marina Park intended to reclaim this site for recreational use. The proposed plan includes:

  • Boat ramp and trailer parking: The plan consolidates the three deteriorated boat ramps into one large, reconstructed ramp. Approximately 48 trailer spaces are planned, with improved on-site circulation.
  • Living shoreline: Roughly 450 feet of new living shoreline will be designed with Towson University researchers as nesting habitat for the endangered Northern Map Turtle. This replaces a hardened bulkhead and removes about 0.5 acres of impervious surface. The permeable gravel paving and shoreline restoration will filter runoff before it reaches the river.
  • Fishing pier and revetment: A fishing platform for river access will be paired with an engineered revetment to protect the shoreline from erosion, wave action, and flooding.
  • Interpretive and visitor amenities: Signage and displays telling the story of the Susquehanna River's ecology, history, and economic role will be developed in potential partnership with the National Park Service and U.S. Fish and Wildlife Service.

The total program cost is estimated at roughly $9.25 million, with construction targeted to begin in 2028. The Town is pursuing grants from various agencies, such as the Federal Lands Access Program and the Land and Water Conservation Fund, for specific aspects of the project. In addition, the plan is designed so the project can be phased and delivered in segments as funding becomes available.

PROGRESS

September 2024: The Town was awarded $750,000 from the Maryland State Highway Administration / Federal Highway Administration Transportation Alternatives Program to fully fund design, permitting, and construction documents.

Mid-2025: A project advisory committee began to meet and site planning began.

November 2025: US Department of Transportation Federal Lands Access Program awards $475,000 grant towards construction.

December 2025: Representatives from Maryland Department of Environment, Critical Areas Commission, Department of Natural Resources, US Army Corp of Engineers, Fish and Wildlife Services, and others attended a pre-application meeting to begin the permitting process.

January 2026: 30% design plans were submitted to Maryland State Highway Administration.
